OUR PEOPLE
THE LIST of the victims in connection with the events of 1993-
by declaration in the south of Azerbaijan the TALISH-MUGAN AUTONOMOUS
REPUBLIC (further - TMAR)
In this
list there are no surnames of many inhabitans of Lenkoran, Astara,
Lerik, Masalli, Jalilabad, Yardimli and Bilasuvar regions, which
form part TMAR, and people of talish origin, which live in Baku
and Sumgait. People for different reasons fear to fall in this
list. Main reason- fear for the life of they close ones and
relatives and, certainly, for they own life. The activity of
The Party of the Equality of the peoples of Azerbaijan( further-
The Party of Equality), which supports the idea of proclamation
TMAR, was forbidden by the resolution of the board of Supreme
Court, what the parliament of Azerbaijan republic required from
it, thus were pinched the political rights of more than thirty
eight thousand members of Party- citizens of the republic of
Azerbaijan. In this list it is possible boldly to connect all
members of the families of the indicated below people, which
together with them survived lawlessness and oppression from
the side of imperious structures and were deprived of the elementary
rights of working and social and political activity. But those,
which one way or another “kept balance”, underwent humiliations
and extortions from the side of the corrupted clerks and colleagues
of police controls. It is not possible to forget important fact
about the fact that in seven regions, which form part TMAR,
all key posts of state structures( especially police controls)
occupy the descendants of regions known to all ( Nakhchivan
and Armenia), which and to this day reduce the calculations
with the “irreconcilable”, stamping by their “ alakramist” and
“ separatists”. They are included in list:
Gummatov Alakram Alekber oglu- in the years of “perestroika”(
1985-1990) was one of the leaders of The People Front of Azerbaijan(
further- PFA). At the first congress he was has been selected
the member of administration PFA. Colonel, he worked to the
assistant of the Secretary of Defense Azerbaijan republic. On
7 August, 1993, he was chosen unanimously as the people meeting
of seven regions by the President of TMAR. After over-throw
TMAR by the armed forces of Azerbaijan, Gummatov A.A. was arrested
during December 1993. On 22 September, 1994, completed escape
from the investigation insulator of Secretary of National Safety,
where he was contained from the time of arrest. Almost year
he hid itself in Lenkoran, where he lived approximately in two
hundred families. On 8 January, 1995, at the Congress of The
Party of Equality he was chosen the chairman of Party. The Talish
people protected his Leader, him returned man not talish origin.
He was arrested by the night on 3 August, 1995. He is condemned
and sentenced according to the manufactured articles, first
to the capital punishment, and then the lifelong conclusion.
He is contained in the Gobustan covered prison in the housing
of death. The Council of Europe recognized Alakram Gummatov
as the political prisoner. The organization of the protection
of the rights of prisoners operates from December 1993.
Rasulova Sudaba Samad gizi- wife of Alakram Gummatov, the member
of the administration of organization of the protection of the
rights of prisoners, after the arrest of husband were declared
in the search, during October 1997 was obtained political refuge
in Holland.
Gummatov Ramal Alakram oglu- in 14 years several times he underwent
examination and tortures. Burning sigarette they put out against
his hands(!!!), attempting to learn the place, where is located
mother, who hides himself from the pursuit. He is located in
Holland.
Gummatov Tural Alakram oglu- into 10 years from the stress in
his fell out hair from the head and the eyebrows. He is located
in Holland.
Gummatova Laman Alakram gizi- she survived much, she is located
in Holland.
Gummatov Alifarman Alekber oglu and
Gummatov Nariman Alekber oglu – the brothers of Alakram Gummatov-
spoken each to 5 to the years of the deprivation of freedom
according to the article 82. During the consequence were not
spoken not to time.
Mamedov Hilal Alif oglu- chairman of the Party of Equality,
Ph.D., since 1993 out of Azerbaijan.
Abbasov Fakhraddin Farman oglu- chairman of the parliament of
TMAR, the assistant of the chairman of the Party of Equality,
Ph.D., since 1995- out of Azerbaijan.
Hajiyev Mikail- Lieutenant Colonel, commander military force
? 704, the Secretary of Defense TMAR. He was condemned to 15
to the years strictly of regime, articles- 70 and 23 . He is
contained in colony ? 9.
Hajiyev Jabrail(Jamil)- brother Mikail, Lieutenant Colonel,
the first group invalid. 14 years he is strict of regime, articles-
70 and 23. The prison of Gobustan.
Hajiyev Bakhtiyar- brother Mikhail, Major, 10 years, articles-
70 and 23. Colony ? 6.
Nasirov Ali( Ali Nasir)- poet, articles- 70 and 23. 8 years
of prison.
Mamedov Safail Miri oglu- on 3 August, 1995, Alakram Gummatov
was arrested in his house, 2 years were located in the search,
was arrested in Ukraina, 2,5 years, articles- 187 and 82.
Dadashov Miri Miri oglu- brother Safail Mamedov, was condemned
3 years, articles- 187 and 82.
Ibadov Valiahad Khangulu oglu- member of the Party of Equality
and organization of the protection of the rights of prisoners.
He was arrested in 1995, condemned 14 years. He was killed in
the prison, during so-called “ Gobustan war”.

Kerimov Amrali- relative of Safail Mamedov, period- 5 years,

Kazimov Adil Mustafa oglu- 3 years, article ? 187.
Ramazanov Avaz- serviceman, since 1993 he was located in the
search. He was arrested in 1997, 15 years of a strict regime
in the Gobustan prison.
Rzayev Isa Khanmad oglu- relative of Valiahad, article ? 187.
Aliyev Tahir Sabir oglu- in the search, articles 187 and 82.
Rasulov Yusif Nasir oglu- relative of Tahir, article ? 187.
Kerimov Talat Kerim oglu- relative of Tahir, article ? 187.
Mamedov Naib- articles 70 and 23,serviceman, was killed in the
prison in 1997.
Sadigov Javanshir- articles 70 and 23, serviceman

Aliyev Rafaddin- articles 70 and 23, passed away, without waiting
until sentence. Reason- torture.
Ragimov Arif- 11 years, articles 70 and 23, serviceman.

wife of Nadir passed away, minor children remained without the
care.

Asadullayev Ilham- articles 70 and 23, serviceman, was killed
in prison.
Kurbanov Adjar- he was contained under the consequence, then
he was sent for the leading edge.

Kalbiyev Umudvar- 7 years, articles 70 and 23, serviceman, volunteer,
student of Baku State University.
Khalilov Sulduz Ibrahim oglu- 8 years, serviceman, articles

Abbasov Elkhan Pasha oglu- 11 years, was amnested according
to the recommendation of the Council of Europe.
Mahmudov Aliasaf Rza oglu- 10 years, was accused in the organization
of the escape of Alakram Gummatov from the prison, the director
of the Gizilagaj preserve, the member of oppsitional party of
“Labor”.
Mahmudov Elshan Aliasaf oglu- son of Aliasaf, article ? 187,
1,5 years, invalid from the generation.
Mahmudov Magerramali- article ? 187, 1,5 years, the close relative
of Aliasaf.
Mahmudov Aliasat Rza oglu- brother Aliasaf, out of Azerbaijan.
Aliyev Alishan Rza oglu- elder brother, was arrested.

Gasimova Khatira- daughter of Javanshir and
Bakhshaliyeva Dilara Vahab gizi- were repeatedly caused to the
police for torture.
Gasimov Gasim Mukhtar oglu- elder brother of Javanshir, the
director of park, was discharged, unemployed.
Askerov Oktay Asad oglu- The chairman of the organization of
the protection of the rights arrested in connection with the
declaration TMAR, the member of the Party of Equality since
1995, the assistant of the chairman of thee Talish cultural
society of “Avesta”,out of Azerbaijan. Oktay’s father died of
the stroke, previous by it as a result of psychological pressures
from the side of imperious structures. He was repeatedly caused
to the police and MND( Ministry of National Defense) for torture.
Ibrahimov Zairaddin Agarza oglu- the chairman of the Talish
cultural society of “Avesta”, the substitute of the chairman
of the Party of Equality( since 1995), the member of the administration
of the organization of the protection of the rights of prisoners.
He was discharged from the post of the director of state farm;
lives out of Azerbaijan. He was repeatedly caused to the police
and MND( Ministry of National Defense).
Askerov Sarkhan Ashraf oglu- the chairman of the audition commission
of the Party of Equality, the member of the administration of
the protection of the rights of prisoners. On 19 September,
1994, was arrested for organization and conducting of meeting
in the support arrested in connection with the declaration TMAR.
He was repeatedly caused to the police and MND for torture.
Allahverdiyev Salahaddin- 10 days of arrest, the member of the
administration of the organization of protection, the chairman
of the Lenkoran department of oppsitional Party of Independent
Azerbaijan. He was repeatedly caused to the police and MND.
Dadashov Seyidaga- 15 days of arrest, the member of the administration
of the organization of the protection of the rights of prisoners,
the chairman of the Lenkoran department of ASDP. He was repeatedly
caused to the police and MND.
Aliaga( surname is refined)- 15 days of arrest, the member of
the administration of the organization of the protection of
the rights of prisoners, member ASDP. He was repeatedly caused
to the police and the district department of MND.
Gasimov Barat- assistant of the chairman of the Party of Equality
and the chairman of Lenkoran department. The main doctor of
children’s hospital in Lenkoran.He was discharged from the work.
He was repeatedly caused to the police and the district department
of MND.
Sadigov Avaz- professor, the main editor of the newspaper “
Tolishi Sado”( The Voice of Talish), died of the infarction.
Nasirov Mirtagi- member of the administration of the organization
of protection, he was repeatedly caused to the police. Underwent
tortures.
Guseynbeyli Haji- chairman of central selective committee. He
was repeatedly caused to the police and the district department
of MND( Ministry of National Defense).
Jafarov Zohrab- poet, the member of the organization of the
protection of the rights of prisoners. He lives out of Azerbaijan.
He was repeatedly caused to the police and the district department
of MND.
Mamedov Asker Talib oglu- he was discharged from the post of
the assistant of the chairman of the office of the ministers
of Azerbaijan.
Guseynov Rizvan- former deputy of the parliament of Azerbaijan
republic, the minister of Trade of Azerbaijan republic. He was
discharged, lives out of Azerbaijan.
Musayev Vagif Rasul oglu- deputy, President of state office,
was discharged from the work.
Khojayev Rakif- President of construction state office, the
former deputy of the parliament of Azerbaijan. He was chosen
at the parliament of TMAR the chairman of the office of the
ministers. He was discharged from the work.
Jafarguliyev Miraga- the former deputy of the parliament of
Azerbaijan, the substitute of the main attorney of Azerbaijan,
was discharged.
Aslanov Arif Azi oglu- minister of transport of Azerbaijan,
wasdischarged.
Kazimov Kazim- the assistant of the chapter of the executive
power of Lenkoran, was discharged.
Gasanov Mehmanshakh- the assistant of the executive power of
Lenkoran, was discharged.
Mamedov Adil- the assistant of the executive power of Lenkoran,
was discharged.
Aliyev Mirmehdi- chairman of the council of the people deputies
of Lenkoran, the deputy of the parliament of Azerbaijan. At
the parliament of TMAR was chosen assistant chairman of parliament
of TMAR.
Jafarov Kheyrullah- chapter of the executive power of Astara
region, was discharged.
Niftullayev Israfil- chapterof the executive power of Masalli
region, was discharged.

Bilasuvar region, was discharged.

Salayev Fakhraddin- assistant of the chief of the police of
Lenkoran, major, was discharged.
Agajanov Fakhraddin- doctor, was discharged from the work, the
member of the organization of the protection of prisoners.
Askerov Shammad Balakhan oglu- member of the Party of Equality,
in 1993 he was advanced by Party by candidate on the selections
to the post the chapter of the self-guidance of Lenkoran. He
died of the infarction after public humilation, from the side
of authorities.
Ahmedov Alirza Abulfaz oglu- member of the administration of
the organization of protection, the chairman of the lenkoran
committee of Party of Equality. He was repeatedly caused to
the police and the district department of MND. He died of the
infarction.
Abilov Atakhan Veli oglu- specialist of international Law, member
of the Party of Equality, was banished from the work of the
instructor of the department of international law Baku state
University on the political motives and the nationality.
Alibeyli Elkhan- national hero of TMAR, political emigrant.
He is located in Holland.
Khalilov Emil Mohubbat oglu- businessman, sponsor of the Party
of Equality, political emigrant. He is located in Poland.
Khalilov Mohubbat Khazar oglu- father of Emil. Was discharged
from the work on the nationality.
Khalilov Saadat Khazar oglu- members of the Party of Equality,
assistant of the chairman of former Talish cultural center in
Baku. He was repeatedly caused to the police and the district
department of MND.
Kerimov Zulfugar- 14 years, he is kept in prison.
Nasirov Azim- he passed away(?) in the prison in 1995.
Mamedov Tahmaz Izzat oglu- was by main editor information program
on TV and Radio of Azerbaijan. He was banished from the work
as of by the kind of Talish region.
As we
already noted, this list needs refinements and additions. We
request all: if any facts, connected with those events, are
known to someone, report to us.
