Dearest sir/madam,
First
of all we thank you for your attention. Who are we? What do
we need?
The
name of our organization is Talishian Information Agency;
Talish
- is the name of the nation that lives in the southern part
of Azerbaijan Republic.
Rights of this national minority are badly violated and excellently
hidden from the world community and different organizations,
so that when somebody comes to Azerbaijan to checkout the
state of Minority Rights, Azeri government shows representatives
of Russian, Tatar, Jewish community and says;
The rest of population is composed of Azerbaijanians. But
in fact this is not true, there is not and never was an understanding
of Azeri nation (Azeri Turks that is the name of major population
of Azerbaijan) this terminus is artificially created by Azerbaijanian
government in order to assimilate the national minorities
of Azerbaijan.
Before going into the details let me give you some information
about this nation, country and statistics;
Talish
- As we have mentioned above is the name of an Aryan rooted
nation (Indho-European) with its own language, culture, traditions,
religy (Shiah Islam).
This nation lives in Azerbaijan Republic .1.200.000 Talishians
live in 8.000.000 populated Azerbaijan Republic. Big part
of the population is composed of Azeri Turks.
We are asking you for help please help if you can, please
read this letter and note what is going on. We understand
that maybe you can do nothing but please inform proper organizations
if you can. We do not have the required resources for the
proper activities we hope you understand and we hope you will
not say no. You certainly can not oblige Azeri government
and population to protect rights of Talish nation but you
at least can pressure, propogand, inform. We hope you will
help us.
We thank you in advance for the attention given to our report.
Here
is what happens with this nation:

This
nation does not have the rights to speak, write in its own
language. We are Talishians not allowed to publish newspapers,
broadcast TV and Radio in our own language in our mother tongue.
We are not allowed to develop, preserve our culture, publish
books about our history, culture, language (we have our own
language, culture, traditions, religy).
Number
of Talishians is deliberately decreased from 1. 200. 000 to
79.000. The basic aim in doing so is to ensure successful
sweep off Talishi people from the existence. President of
Azerbaijan Mr. H. Aliyev says; "Talishians are so little
group that they do not consider themselves as the nation".
However this is not like that; we demand fair statistics one
that is kept in the Ministry for National Security. During
the count of the population people who stated their nationality
as Talish have been threatened of getting faired or punished.
On
purpose in the places of Talishi population have been created
such insufferable economic situation to oblige Talishi youth
to migrate and immigrate generally to Russia. In this policy
the basic aim of Nazi government is to ensure successful assimilation
of Talishi people. We are facing real war from Turkish nationalists
(Both in Government and opposition; when it comes to Talishi
people their opinion is one and united), Azeri media is sick
of Pan Turkist ideas and they do not get bored of insulting
us (Aim is to oblige Talishians to hide their nationality
and to be ashamed of it). We get the war even when we create
a site that has no radical info.
We
are also not allowed to create parties, cultural centers to
participate in public life of the country. We are not represented
in the government. All heads of Talishi towns and villages
are people of Turkish origin. The only party that has been
created in early 90th has been canceled because of its ethnic
features (However dozen of Turkish nationalist parties freely
operate in Azerbaijan; including Party Musavat that always
speak of democracy and at the same time stating the need of
nationalization / Turkilization of all fields of the country).
Talishi
children are not allowed to study their own language (We do
not mention; studying in their own language). Official sources
state that; Lessons of Talish language are thought in primary
classes however how can it be thought if no specialists are
being prepared at the Universities?
This
is tragedy of this nation. We just want self determination
right (autonomous republic) without infringing recognized
state borders of Azerbaijan Republic this is our world widely
recognized right as we are nation, but unfortunately we do
not have this. This is the only way that can save this nation.
If
we apply for the grant to publish a book about our language
people who work in this grant giving, providing organizations
Azeri Turks hiding our proposals, needs etc.
We
can not apply to the courts for the people working in that
courts are generally Azeri Turks, big part of human rights
organizations in this republic also do not mention anything
of minority human rights violation because they are Nazi patriots
and normally taking into account national interests of their
nation so do we but we are just peaceful nation.
If the situation goes like that after many decades all of
this nation will disappear they will simply get assimilated
among the Azeri Turks. The state internal policy is aimed
towards this and is successfully being carried out till this
day. Like that world will loose whole civilization, cultural
heritage of this nation that was preserved and brought to
modern days.
Talish
nation has its own language, culture, traditions, mentality
and I am quite sure world community will not let to some Nazi,
chauvinist Turks to destroy this Aryan, Indo European civilization.
This kind of Nazi behavior did not exist during Soviet period
but as soon as Azerbaijan got its independence Azerbaijan
got under influence of Turkey that expands pan Turkist ideas
among five ex soviet Turkish states and Turkey is propaganding
this deliberate assimilation policy against national minorities
living on the territories of these five Turkish states, we
have to mention that this kind of policy is also used against
of ethnic Kurds in Turkey and their plans are unfortunately
working and we are afraid that this policy will also work
over Talish nation. That is why we hope you will be able to
do something for this nation.
When one member of this nation demands justice, he is blamed
in separatism and simply goes to the jail like Alikram Humbatov.
We
demand national cultural autonomy within state borders of
Azerbaijan, they say no. We are afraid of creation of another
fire point in Europe, because situation soon or late will
oblige this nation to do so. We want peace and protection
of our normal rights.
We
would like to invite you and your specialists to study state
of ethnic minority rights in Azerbaijan Republic.
Again
and again we are asking you to help us, we are asking you
to do all you can and allowed to do, you just can be sure
that your help will be very, gratefully appreciated by this
nation.

Status
of Talish language
TALYSH

Information
on the state of Talish language.
Talish
(Talysh, Talesh) language being a member of the family of
Irani languages belongs to the Indo-European language group.
The specialists consider this language as a related language
to the old Avesta language.
Historically,
Talyshi language has been the native language of the people
who live in the Talyshi region--south east of the Republic
of Azerbaijan, the provinces of Gilan, Ardabil and others
of Zenjan and Gazvin of the Islamic Republic of Iran.
According
to unofficial information more than one million people in
the Republic of Azerbaijan use Talyshi language at the level
of every-day life.
Talyshi
language is referred to repressed languages in the Post-Soviet
territory. Talishi language was prohibited in 1930-s, during
the Stalin regime, then the schools in Talyshi language were
closed, newspapers and other media were suspended.
Even
after Azerbaijan gained its independence, Talyshi language
was not rehabilitated and the work done in this direction
is not satisfactory. Though Talyshi language was ordered for
teaching at the elementary schools in the districts of Masalli,
Astara, Lenkaran, Lerik proper text-books were not printed
and not distributed and this work is halted.
We
feel pity that today there is no newspaper, television and
radio in Talyshi language in Azerbaijan and the use of this
language in the mass-media is in fact prohibited.

Short
overview of the situation by the eye of an international observer
of Times newspaper.
After
President Heidar Aliyev's rise to power in 1993, Azerbaijan's
"Kurdish" problem during the conflict in Nagomo
Karabakh was replaced by a "Talysh" one. An Autonomous
Talysh - Mugan Republic was established in the south of the
country under the leadership of Aliakram Hummatov. After two
months the autonomous republic was dismantled. Hummatov and
50 of his supporters were arrested. All of those detained
were violently tortured; Hummatov was sentenced to death.
This
situation has obviously increased national consciousness amongst
the Talysh minority. The Talysh minority has been claimed
to be the largest one in Azerbaijan. The Talysh declare to
number a total of 1.5 million people living compactly in the
south of the country. In response to this, the Government
has become extremely weary of separatist activities within
the two organizations above mentioned. And yet the Talysh
minority recognises Azerbaijan as its homeland and has no
claims for independence (They want autonomy only).
Even
back in 1993 their demands focused an autonomy within the
boundaries of Azerbaijan, on the possibility of using their
own language in schools, on having radios and televisions
in their region broadcasting programs in their own language
and on being represented in Parliament. Talysh claims therefore,
never involved issues of separatism. The Talysh minority fought
for and supported Azerbaijan during the conflict in Nagorno
Karabakh and yet, leaders of Talysh underground political
and cultural organisations now find themselves abroad, mostly
in Russia, with the impossibility of returning to Azerbaijan.
The
Avesta organisation was involved in the development of Talysh
cultural issues. It was closed down in 1995 and its leader,
Ibrahimmi Zahiaddin was forced to escape to Russia Its Deputy
Director, Oktay Askierov, just managed to escape from arrest
A
good example of "political tolerance" towards minorities
is the copy of Abilov Atachan's record of employment (see
Figure No. 1). He was dismissed from his position of Professor
of International and Comparative Law at Baku State University
by order no. 1/108 of 3 October 1997. He had been working
at BSU since 1991.
The
record states the following:
"Taking into account (his) participation in the events
directed against the statehood and territorial integrity of
the Republic of Azerbaijan, it is the decision of the Security
Council to dismiss (him) from his position before the end
of (his) period of employment. Chief of the Staff (Human Resources)
Department QurbanaliyevaZA"126
As one can note, there is no legal basis for dismissal. No
provisions from the Labour Code are cited. The reasons for
dismissal are openly political. Furthermore, the decision
was issued by the Scientific Council, not by the Ministry
of Interior or by the Ministry of National Security. The Scientific
Council therefore, acted as a law enforcement body when it
has no power to do so.121
Erroneous information had been reported by the Government
stating that Atachan had been involved in the 1993 events
relating to the attempt to establish the Talysh-Mugan Autonomous
Republic.
According
to Abilov Atachan himself, he had only been involved in legally
defending Hummatov. Since 1997 he has been unable to find
employment due to his record with the State.128 He has been
subjected to severe psychological pressure and intimidation
by the military authorities.
Allegedly
also ethnic Armenians within Azerbaijan face problems with
the authorities.129 A nineteen-year-old girl was discriminated
against by police officers and State agents during a trial
because of her Armenian origin. Not only officers intimidated
her and attempted to rape her, but her case was also heard
in a criminal court when it should have been dealt with administratively.
Moreover, witnesses were forced to confess against her and
their statements were falsified.
At
present however, Government concerns and policies are directed
towards the country's financial situation.131 Azerbaijan's
position as a MS and the conflict in Nagorno Karabakh have
destabilized the country both economically and politically.
President Aliyev's priority therefore, is the country's stability,
both financial and in terms of a resolution to the conflict
in Nagorno Karabakh. Minority issues do not come at the forefront
of Government priorities.
The
right to be educated in one's own language represents one
of the key minority issues. Some NGOs claim that the problem
is purely financial, i.e., if the country had enough resources
minorities would be taught in their own language. Yet, as
rightly argued by a member of the Talysh minority, the Government
of Azerbaijan does have enough financial resources to support
the development of Turkish literature, but not that of minorities.
Nonetheless, the geopolitical situation of Azerbaijan and
its status as a NIS do not facilitate die resolution of the
countries' ethnic conflicts.

TO
THE ATTENTION OF: WORLD COMMUNITY, THE COUNCIL OF EUROPE,
THE HEADS OF ALL STATES and to the PARLIAMENTS OF ALL STATES,
INTERNATIONAL ORGANIZATIONS and HUMAN RIGHTS PROTECTORS.
THE
CALL OF TALISHIAN NATIONAL MOVEMENT
On
10 July of 2003 has been done howling injustice and great
crime against Talish people of Azerbaijan Republic: after
almost annual repeated judicial trial completely dependent
on the authorities of Azerbaijan law court left the sentence
about the lifelong conclusion of the leader of Talish people
Humbatov Alikram Alakbar ogly.
Let
us recall that A. A. Humbatov was impeded and sentenced to
death in 1996 for the proclamation of Talish - Mougan Autonomous
Republic within the state borders of Azerbaijan in the year
1993. In connection with the entrance of Azerbaijan into the
Council of Europe, subsequently this sentence was substituted
to the lifelong imprisonment. In the year 2001 The Council
of Europe recognized A. A. Humbatov as political prisoner
and required his release or repeated judicial trial in this
matter. Repeated judicial trial began in the beginning of
the last year and continued 9 months. Judicial trial proved
complete groundlessness and concoctednence of the criminal
case with respect to A. A. Humbatov.
In
spite of this, fulfilling the will of the present President
and his clan, law court left valid previous sentence about
the lifelong conclusion with respect to A. A. Humbatov, it
proved its complete dependence and insolvency.
We
- the representatives of Talish people, consider this fact
as the logical continuation of the policy of Azerbaijanian
authorities on the assimilation and the gradual destruction
of Talish people, which actually is located in the semi-colonial
position and has no rights to existence.
We
issue a call to; world community and to all international
organizations, human rights protectors and to the heads of
states and parliaments of the world, to the Council of Europe
to help our people and its leader A. A. Humbatov. One of the
earliest peoples of the world perishes on the eyes of the
world community. Without the active interference of the world
community it is not possible to stop this process. Talish
people hopes for your aid, gentlemen!

Íàêîíåö,
Åâðîïåéñêàÿ (Çàïàäíàÿ) öèâèëèçàöèÿ ÕÕ âåêà ïðîøëîãî òûñÿ÷åëåòèÿ
äîêàçàëà íà ïðàêòèêå âîçìîæíîñòü âñåãî ýòîãî è ïîêàçàëà ÷åëîâå÷åñòâó
ïðàâèëüíûå ïóòè èõ äîñòèæåíèÿ. Îïûò Çàïàäà äîêàçàë, ÷òî âñå
ëþäè, íåçàâèñèìî îò èõ íàöèîíàëüíî-ýòíè÷åñêîé, ðåëèãèîçíîé,

öèâèëèçàöèè, è ðàñïðîñòðàíåíî âî âñåõ ïåðåäîâûõ ñòðàíàõ ìèðà,
ñïîñîáíî ïðåòâîðèòü â æèçíü ýòè ìíîãîâåêîâûå ìå÷òû íàðîäîâ!
Âìåñòå
ñ òåì, ïðîøåäøàÿ èñòîðèÿ ÷åëîâå÷åñòâà äîêàçàëà åùå îäíó èñòèíó:
íà ñîâðåìåííîì ýòàïå ðàçâèòèÿ âñå ãîñóäàðñòâà ìèðà íàõîäÿòñÿ
â ñîñòîÿíèè âçàèìîçàâèñèìîñòè, âçàèìîäåéñòâèÿ è âçàèìîïðîíèêíîâåíèÿ.
 ýòèõ óñëîâèÿõ äâèæåíèå öèâèëèçàöèè âïåðåä îïðåäåëÿåòñÿ íå
óðîâíåì áîãàòñòâà, íàêîïëåííîãî â òîì èëè èíîì êîíöå ñâåòà,
à çàâèñèò îò ãàðìîíè÷íîãî è ïðîïîðöèîíàëüíîãî ðàçâèòèÿ âñåãî
÷åëîâå÷åñòâà. Òî åñòü, ïîêà íå îñâîáîæäåí ïîñëåäíèé íàðîä
èëè äàæå ÷åëîâåê, ïîêà îí íå èìååò ïðàâî íà ñàìîîïðåäåëåíèå,
ïîêà íå ïîáåæäåí ïîñëåäíèé íàöèîíàëèñòè÷åñêèé è øîâèíèñòè÷åñêèé,
ðàñèñòñêèé è ôàøèñòñêèé, ýêñïëóàòàòîðñêèé è òèðàíè÷åñêèé,
êîëîíèçàòîðñêèé è óãíåòàòåëüñêèé ïîëèòè÷åñêèé ðåæèì, íå ìîæåò
ñâîáîäíî äûøàòü, ñâîáîäíî æèòü íè Çàïàäíàÿ, íè Âîñòî÷íàÿ öèâèëèçàöèè!
Íî,
íåñìîòðÿ, íà ïåðâûé âçãëÿä, î÷åâèäíîñòü ýòèõ èñòèí, ìíîãèå
íå ïîíèìàþò.  ðåçóëüòàòå, â ðàçëè÷íûõ óãîëêàõ ñâåòà ïðîäîëæàåò
ñóùåñòâîâàòü íåñïðàâåäëèâîñòü è ýêñïëóàòàöèÿ, ãðóáîå ïîïèðàíèå
ïðàâ ÷åëîâåêà è öåëûõ íàðîäîâ, öåïè êîëîíèàëèçìà. Ïðèíÿòûå
ìåæäóíàðîäíûìè îðãàíèçàöèÿìè äî ñèõ ïîð äåñÿòêè êîíâåíöèè,
ñòàðàíèÿ ýòèõ îðãàíèçàöèé è îòäåëüíûõ ãîñóäàðñòâ, ïîêà ÷òî
íå ñïîñîáíû ïîëîæèòü êîíåö òàêèì ÿâëåíèÿì.
 1991
ãîäó âåñü ìèð, è â ïåðâóþ î÷åðåäü ñòðàíû Çàïàäà, íàêîíåö-òî,
âçäîõíóëè ñâîáîäíî, êîãäà ðóõíóë Ñîâåòñêèé Ñîþç - ïîñëåäíÿÿ
«òþðüìà íàðîäîâ» è «èñòî÷íèê çëà». Ìíîãèì ïîêàçàëîñü, ÷òî,
íàêîíåö, ñîçäàíû óñëîâèÿ äëÿ îñâîáîæäåíèÿ èç ïîñëåäíèõ ñâîèõ
öåïåé öèâèëèçàöèè, è äëÿ ñâîáîäíîãî ïðîæèâàíèÿ íàðîäîâ. Ïîýòîìó
íåñëó÷àéíî Åâðîïåéñêèé ìèð ñêîðî ïðèíÿë ýòè íàðîäû â ñâîè
îáúÿòèÿ. Áûëè ïðåäïðèíÿòû íåîáõîäèìûå ìåðû â öåëÿõ ïîñòåïåííîãî
ðàçâèòèÿ ýòèõ ãîñóäàðñòâ ïî ïóòè äåìîêðàòèè.
Ïðîøëî
äåñÿòü ëåò ïîñëå ðàñïàäà Ñîâåòñêîãî Ñîþçà. ß ñïðàøèâàþ: Åâðîïåéñêèé
ìèð è ñàìè ýòè íàðîäû ðàçâå ìîãóò ãîðäèòüñÿ äîñòèãíóòûìè ðåçóëüòàòàìè
íà ýòîì ïóòè? Ïðè âñåì æåëàíèè äîëæíû ïðèçíàòüñÿ: ÍÅÒ, ÊÎÍÅ×ÍÎ!
 îòëè÷èå
îò ñòðàí Âîñòî÷íîé Åâðîïû, áîëüøèíñòâî èç áûâøèõ ñîâåòñêèõ
ðåñïóáëèê ñòîëêíóëèñü ñ ñåðüåçíûìè è èíîãäà íåïðåîäîëèìûìè
ïðîáëåìàìè â ñâîåì ðàçâèòèè. Ïðàêòèêà ýòèõ ñòðàí ïîêàçûâàåò,
÷òî ïðîáëåìû ñîöèàëüíî-ýêîíîìè÷åñêîãî è êóëüòóðíîãî õàðàêòåðà
ðåøàþòñÿ ñðàâíèòåëüíî áûñòðî è ëåãêî. Íî, â áîëüøèíñòâå ñëó÷àåâ,
ïðîáëåìû ýòèõ ðåñïóáëèê ñâÿçàíû íå ñ ñîöèàëüíî-ýêîíîìè÷åñêèì
è êóëüòóðíûì ðàçâèòèåì, à ñ âîïðîñàìè ïîëèòè÷åñêîãî õàðàêòåðà.
Èñòîðè÷åñêèé
îïûò äîêàçûâàåò, ÷òî áåç ïðàâèëüíîãî îïðåäåëåíèÿ ïîëèòè÷åñêîãî
ñòðîÿ, ñèñòåìó óïðàâëåíèÿ ñòðàíû, áåç ó÷åòà íåîñïîðèìûõ èñòèí
ðàçâèòèÿ öèâèëèçàöèè íåëüçÿ ïîñòðîèòü ãîñóäàðñòâî. Òî åñòü,
ñåãîäíÿ óæå íåò íåîáõîäèìîñòè èçîáðåòàòü íîâûé âåëîñèïåä,
ïîâòîðÿòü îøèáêè, êîãäà-òî ïðîïóùåííûå ÷åëîâå÷åñòâîì!
Äåëî
â òîì, ÷òî áîëüøèíñòâî èç ýòèõ ðåñïóáëèê - ìíîãîíàöèîíàëüíûå.
Èñòîðèÿ íå ðàç äîêàçàëà, ÷òî â òàêèõ ñòðàíàõ ñòðîèòåëüñòâî
ãîñóäàðñòâåííîñòè íàäî íà÷èíàòü ñ ïðàâèëüíîãî è ñâîåâðåìåííîãî
ðàçðåøåíèÿ âîïðîñîâ íàöèîíàëüíî-ãîñóäàðñòâåííîãî óñòðîéñòâà.
Òî÷íåå, áåç ïðàâèëüíîãî ðàçðåøåíèÿ âîïðîñîâ íàöèîíàëüíî-ãîñóäàðñòâåííîãî
óñòðîéñòâà, íåëüçÿ ïîñòðîèòü íå òîëüêî äåìîêðàòè÷åñêîå, íî
è âîîáùå ãîñóäàðñòâî! Íîâàÿ èñòîðèÿ Åâðîïû, íà÷èíàÿ ñ XVI
âåêà, âñÿ ìíîãîòûñÿ÷åëåòíÿÿ èñòîðèÿ Âîñòîêà íåìèíóåìî äîêàçûâàþò
ýòó èñòèíó!
 ñâÿçè ñ ýòèì, õî÷ó äîâåñòè èñòèíó äî ÷åëîâå÷åñòâà è ñàìîãî
àçàðáàéäæàíñêîãî íàðîäà, ðàññêàçàâ î íåêîòîðûõ àñïåêòàõ ðåàëüíîé
ñèòóàöèè â Àçàðáàéäæàíå. Ñòðàíà äåñÿòü ëåò íàçàä ÿêîáû ïðèîáðåëà
íåçàâèñèìîñòü, íî èç-çà òîãî, ÷òî ïðåâðàòèëàñü â çàëîæíèöó
â ðóêàõ êó÷êè ìîøåííèêîâ è ìàêëåðîâ èç ïîëèòèêè (êîòîðûå ïðåâðàòèëè
åå â íàñòîÿùèé áàçàð, à öåëóþ íàöèþ â îáìåííóþ ìîíåòó â ñâîèõ
êîðûñòíûõ ëè÷íûõ öåëÿõ), íèêàê íå ìîæåò ñòàòü íåçàâèñèìîé,
ïîñòðîèâ íîðìàëüíîå ãîñóäàðñòâî.
Àçàðáàéäæàí
- îäèí èç äðåâíåéøèõ íàñåëåííûõ ïóíêòîâ è î÷àãîâ ìèðîâîé öèâèëèçàöèè.
Èñòîðè÷åñêè íà ýòîé çåìëå ïðîæèâàëè òàëûøè, êóðäû, òàòû, ëåçãèíû
è äð. íàðîäû. Ñ XII âåêà ñþäà íà÷àëñÿ ïîòîê òþðêîÿçû÷íûõ ïëåìåí.
 ðåçóëüòàòå äëèòåëüíîãî ñîâìåñòíîãî ïðîæèâàíèÿ ýòèõ íàðîäîâ
îáðàçîâàëàñü íîâàÿ íàöèÿ - àçàðáàéäæàíñêèé íàðîä è â ñîîòâåòñòâèè
ñ ýòèì, ôîðìèðîâàëñÿ íîâûé - àçàðáàéäæàíñêèé ÿçûê. Ôîðìàëüíî
íàçûâàâøèéñÿ «òþðêñêèì», ýòîò ÿçûê ôàêòè÷åñêè áûë ñôîðìèðîâàí
èç ÿçûêîâ âñåõ âûøåíàçâàííûõ íàðîäîâ, è ïîýòîìó âñå îíè ðàçãîâàðèâàëè
íà ýòîì ÿçûêå. Òî åñò, ýòîò ÿçûê ñòàë ñðåäñòâîì ìåæíàöèîíàëüíîãî
îáùåíèÿ äëÿ âñåõ íàðîäîâ, ïðîæèâàþùèõ íà äðåâíåé àçàðáàéäæàíñêîé
çåìëå.
Íî,
áåññïîðíî, ñòàíîâëåíèå àçàðáàéäæàíñêîé íàöèè è ÿçûêà íå ìîãëî
îñóùåñòâëÿòüñÿ ïóòåì àññèìèëÿöèè è ïîñòåïåííîãî èñ÷åçíîâåíèÿ
èç èñòîðè÷åñêîé àðåíû âñåõ íåòþðêñêèõ íàðîäîâ, òûñÿ÷åëåòèÿìè
ïðîæèâàþùèìè íà ýòîé çåìëå è ÿâëÿþùèìèñÿ åå èñòèííûìè õîçÿåâàìè.
Íåñìîòðÿ íà ýòî, âî âðåìåíà êîììóíèñòè÷åñêîãî ðåæèìà, â ñîîòâåòñòâèè
ñ áîëüøåâèñòñêîé êîíöåïöèåé ðàçðåøåíèÿ íàöèîíàëüíîãî âîïðîñà,
ïðåîáëàäàëî æåëàíèå ñòàòü «òèòóëüíûì», «âåäóùèì» ýòíîñîì.
 îäíî÷àñüå áûëè çàáûòû îòíîøåíèÿ äðóæáû è áðàòñòâà, êîòîðûå
ñêëàäûâàëèñü âåêàìè ìåæäó âñåìè íàðîäàìè Àçàðáàéäæàíà. Âñåõ
èõ çàñòàâèëè çàïèñàòüñÿ «àçàðáàéäæàíöàìè». Âûíóæäåííûå óìàë÷èâàòü,
ýòè íàðîäû ïîñòåïåííî ñòàëè àññèìèëèðîâàòüñÿ ïîä óãðîçàìè
ñòàëèíñêèõ - â Àçàðáàéäæàíå - Ì. Äæ. Áàãèðîâà - ðåïðåññèé.
Íàöèîíàëüíî-îñâîáîäèòåëüíàÿ
áîðüáà íàðîäîâ Àçàðáàéäæàíà ïðèâåëà ê îáðàçîâàíèþ íåçàâèñèìîãî
ãîñóäàðñòâà â 1991 ãîäó. Ìîæíî áûëî ïîäóìàòü, íîâîå ãîñóäàðñòâî
áóäåò ðàçâèâàòüñÿ â íàïðàâëåíèè Çàïàäíîé öèâèëèçàöèè, ïðèäåðæèâàÿñü
ïðèíöèïîâ äåìîêðàòèè è çàùèòû ïðàâ ÷åëîâåêà, ïðàâà íàðîäîâ
íà ñàìîîïðåäåëåíèÿ.
Íî,
ê âåëèêîìó ñîæàëåíèþ, òàê íå ñòàëî. Óâèäåâ â íåçàâèñèìîñòè
âîçìîæíîñòü äîñòèæåíèÿ âëàñòè è íåñìåòíîãî áîãàòñòâà, ãðóïïà
ìîøåííèêîâ î÷åíü ñêîðî ïðèâåëè ñòðàíó ê âñåîáùåìó ðàçî÷àðîâàíèþ.
Ñòàëè äåëèòü íàðîä íà ïëåìåíà, ãîðîäà è äåðåâíè. Ñòàëî èçâåñòíî,
÷òî ÿêîáû ýòà çåìëÿ ÿâëÿåòñÿ ñòðàíîé îäíèõ òþðêîâ. Âñå íàñåëåíèå
ñòàëè íàçûâàòü òþðêàìè. Ñàìîå ãëàâíîå, ñ íåâèäàííîé äîñåëå
íàãëîñòüþ è îòêðûòî áûëè ïîïðàíû âñå ïðàâà íåòþðêñêèõ íàðîäîâ,
ïðîæèâàþùèõ â Àçàðáàéäæàíå, â îäíî÷àñüå îíè ñòàëè ÷óæèìè ó
ñåáÿ íà Ðîäèíå! Ãîñóäàðñòâåííîå ñòðîèòåëüñòâî ïðîâåëè ïî íàöèîíàëüíîìó
ïðèçíàêó, ïðåäñòàâèòåëè íåòþðêñêèõ íàðîäîâ íå áûëè äîïóùåíû
ê ïîëèòè÷åñêîìó ïðîöåññó. Ëþäè, íàçûâàþùèå ñåáÿ òþðêàìè íà÷àëè
íàñòîÿùóþ âîéíó, äà, äà - âîéíó çà âëàñòü â ðåñïóáëèêå. Áûëè
ïðîäàíû äàæå çåìëè àçàðáàéäæàíñêèå ðàäè äîñòèæåíèÿ âëàñòè!
Áûëè ïîòåðÿíû ñâûøå 20% òåððèòîðèè ñòðàíû, 1,5 ìèëëèîíà ÷åëîâåê
ñòàëè áåæåíöàìè ó ñåáÿ íà Ðîäèíå! ýòèõ óñëîâèÿõ òàëûøñêèé
íàðîä ïîäíÿëñÿ íà áîðüáó çà íàöèîíàëüíîå îñâîáîæäåíèå. Â 1993
ãîäó â Ëàíêîíå (Ëåíêîðàíå - ïî-òþðêñêè) áûëà ïðîâîçãëàøåíà
Òàëûøñêî-Ìóãàíñêàÿ àâòîíîìíàÿ Ðåñïóáëèêà â ñîñòàâå Àçàðáàéäæàíà.
Ðîâíî äåâÿòü ëåò íàçàä, â ýòîò äåíü - 7 àâãóñòà Íàðîäíûé Ìåäæëèñ
ÒÌÀÐ ïðèíÿë «Êîíñòèòóöèîííûé Çàêîí î ãîñóäàðñòâåííîé íåçàâèñèìîñòè
ÒÌÀÐ â ñîñòàâå Àçàðáàéäæàíñêîé ðåñïóáëèêè», à àâòîðà ýòèõ
ñòðîê èçáðàë Ïðåçèäåíòîì ÒÌÀÐ
Ïðîøëî äåâÿòü ëåò ïîñëå âðåìåííîãî ïîðàæåíèÿ ÒÌÀÐ.  òå÷åíèå
âñåõ ýòèõ ëåò âëàñòè Àçàðáàéäæàíà ìåíÿ äåðæàò
â çàêëþ÷åíèè, íå èìåÿ íà ýòî íèêàêèõ þðèäè÷åñêèõ, ïîëèòè÷åñêèõ
è íðàâñòâåííûõ îñíîâàíèé. Çà ýòî âðåìÿ íèêòî â Àçàðáàéäæàíå
íå èíòåðåñóåòñÿ îôèöèàëüíûìè äîêóìåíòàìè ÒÌÀÐ, ÷òîáû óñòàíîâèòü
èñòèíó. Íèêòî äàæå íå ñïðàøèâàåò: íà êàêèõ îñíîâàíèÿõ òðåáîâàíèå
ïîëóòîðàìèëëèîííîãî òàëûøñêîãî íàðîäà îá àâòîíîìèè â ñîñòàâå
Àçàðáàéäæàíà ïóòåì ìèðíîãî, çàêîííîãî âîëåèçúÿâëåíèÿ äîëæíî
áûòü ðàñöåíåíî êàê ñåïàðàòèçì, ïîïûòêà ðàñ÷ëåíåíèÿ Àçàðáàéäæàíà,
à ÿ è ìîè ñòîðîííèêè îáúÿâëåíû âðàãàìè íàðîäà?!
Ñïðàøèâàåòñÿ:
÷òî âûèãðàë Àçàðáàéäæàí çà èñòåêøèå 9 ëåò? Íè÷åãî íà ñàìîì
äåëå! À ïîòåðÿíî ñêîëüêî? Îãîëòåëûé ïàíòþðêèçì, êîòîðûé òîðæåñòâóåò
â ñòðàíå, îêîí÷àòåëüíî ðàçäåëèë íàöèþ è ïðèâåë ê îáðàçîâàíèþ
àíòàãîíèñòè÷åñêèõ ïðîòèâîðå÷èé ìåæäó íàðîäàìè Àçàðáàéäæàíà.
Íàöèîíàëüíî-ýòíè÷åñêàÿ äèñêðèìèíàöèÿ, ïðèòåñíåíèå íåòþðêñêèõ
íàðîäîâ è èõ âûíóæäåííàÿ àññèìèëÿöèÿ, íàðóøåíèå èõ îáû÷íûõ
ãðàæäàíñêèõ ïðàâ ïîäíÿòî íà óðîâåíü îôèöèàëüíîé ãîñóäàðñòâåííîé
ïîëèòèêè. Â ýòèõ óñëîâèÿõ ïðåäñòàâèòåëè íåòþðêñêèõ íàðîäîâ
âûíóæäåíû ñêðûâàòü ñâîþ íàöèîíàëüíóþ ïðèíàäëåæíîñòü, è ïðåäñòàâèòñÿ
êàê òþðîê.
Âû
ãîâîðèòå, ïóñòü âåñü ìèð ñêàæåò: åñëè ãîñóäàðñòâî òàê îòêðûòî
è íàãëî íàðóøàåò ïðàâà ñâîèõ ãðàæäàí, èõ æèçíåäåÿòåëüíîñòü,
âîçìîæíîñòü çàíèìàòüñÿ áèçíåñîì è êîììåðöèåé, ó÷àñòâîâàòü
â ïîëèòèêå è ïðîäâèãàòüñÿ ïî âëàñòíîé ïèðàìèäå, ñâÿçûâàåò
íåïîñðåäñòâåííî ñ èõ íàöèîíàëüíîé ïðèíàäëåæíîñòüþ, òî ïî÷åìó
ìû íå äîëæíû èìåòü ïðàâî áîðîòüñÿ ïðîòèâ òàêîãî ãîñóäàðñòâà?!
Ñåãîäíÿ â Àçàðáàéäæàíå íè îäèí òàëûø íå èìååò âîçìîæíîñòü
çàíèìàòüñÿ ïîëèòè÷åñêîé äåÿòåëüíîñòüþ, îí íå èìååò ïðàâà ñîçäàâàòü
ïîëèòè÷åñêóþ ïàðòèþ è äðóãèå ïîëèòè÷åñêèå îðãàíèçàöèè, èçäàâàòü
ïîëèòè÷åñêóþ ãàçåòó, ñâîáîäó ñëîâà, ïå÷àòè, ïðîâåäåíèÿ ñîáðàíèé,
äåìîíñòðàöèé è ìèòèíãîâ! Ëþáîé ïðåäñòàâèòåëü òàëûøñêîãî íàðîäà,
ïîæåëàâøèé çàíèìàòüñÿ ïîëèòè÷åñêîé äåÿòåëüíîñòüþ âíóòðè ñòðàíû,
èëè â ñòðàíàõ áëèæíåãî çàðóáåæüÿ, ýòèì èäåò íà áîëüøîé ðèñê,
ïîñòàâëÿÿ ïîä óäàð ñâîé áèçíåñ, áîãàòñòâî è äàæå ñîáñòâåííóþ
æèçíü! Ñóäüáà èçäàííîé â Ðîññèè ãàçåòû «Òîëûø» ìîæåò áûòü
ÿðêèì ïðèìåðîì ýòîìó! Ïî ìîèì ñâåäåíèÿì, â Àçàðáàéäæàíå ëþáîé
÷åëîâåê, ÷èòàþùèé ýòó ãàçåòó, ïîäâåðãàåòñÿ îòêðûòîìó äàâëåíèþ
è ïðåñëåäîâàíèþ ñî ñòîðîíû îðãàíîâ ìèíèñòåðñòâà íàöèîíàëüíîé
áåçîïàñíîñòè ðåñïóáëèêè!? Íåò íè îäíîãî ÷åëîâåêà, êîòîðûé
èíòåðåñîâàëñÿ áû ñîäåðæàíèåì ìàòåðèàëîâ, îïóáëèêîâàííûõ â
ãàçåòå, è âåë áû äèàëîã íà íîðìàëüíîì ÷åëîâå÷åñêîì ÿçûêå!
Âåäü èì íå÷åãî ñêàçàòü! Ïåðåä ëèöîì î÷åâèäíûõ èñòèí, ó íèõ
îñòàåòñÿ îäèí åäèíñòâåííûé ïóòü: îáçûâàòü ïðåäñòàâèòåëåé òàëûøñêîãî
íàöèîíàëüíîãî äâèæåíèÿ òàêèìè ýïèòåòàìè êàê «ñåïàðàòèñòû»,
«ïðåäàòåëè», «èçìåííèêè» è ò. ä. Íàðîä æå Àçàðáàéäæàíà íå
èìååò âîçìîæíîñòü óñëûøàòü èõ ïî ðàäèî, óâèäåòü ïî òåëåâèäåíèþ,
ïîçíàêîìèòüñÿ ñ èõ ìíåíèåì ïî ãàçåòàì. Âåäü âñå ñðåäñòâà ìàññîâîé
èíôîðìàöèè, ðàäèî è òåëåâèäåíèÿ íàõîäÿòñÿ â ðóêàõ ó ïàíòþðêèñòîâ!
Âñå îíè äåíü è íî÷ü âåäóò îòêðûòóþ ïðîïàãàíäó èäåé ïàíòþðêèçìà!
Ïàíòþðêèñòñêàÿ áîëåçíü, óêîðåíèâøàÿñÿ â ÑÌÈ ðåñïóáëèêè è âëàñòíûõ
ñòðóêòóðàõ, â ïîñëåäíåå âðåìÿ åùå áîëüøå îáîñòðèëàñü è ïîäíÿëàñü
äî óðîâíÿ àãîíèè. Èõ ïðèâåëî â áåøåíñòâî òî, ÷òî íà ïîñëåäíåì
ñóäå (â ñåðåäèíå èþëÿ ñ. ã.) ÿ îáúÿâèë î òîì, ÷òî äå-þðå ÿâëÿþñü
ïðåçèäåíòîì ÒÌÀÐ, è íåçàêîííî äåðæàò ìåíÿ â çàêëþ÷åíèè. Íà
âñòðå÷å ñ ïðåäñòàâèòåëÿìè Ñîâåòà Åâðîïû â ã. Áàêó ïðåäñòàâèòåëü
òàëûøñêîãî íàöèîíàëüíîãî äâèæåíèÿ À. Àáèëîâ îáúÿâèë, ÷òî â
Àçàðáàéäæàíå åñòü ïðîáëåìû òàëûøåé ñ ãîñóäàðñòâîì. Ïîñëå ýòîãî,
Àáèëîâ îáúÿâëåí âðàãîì ¹ 1 â ñòðàíå. Êðîìå òîãî, îíè ïóáëè÷íî
òðåáóþò çàêðûòü è ïîäàòü â ñóä ãàçåòó «Àõøàì» («Âå÷åð»), çà
òî, ÷òî íà åå ñòðàíèöàõ áûë îïóáëèêîâàí ìàòåðèàë îáî ìíå!
Ñàìîå èíòåðåñíîå ñîñòîèò â òîì, ÷òî ñðåäè ïîòðåáîâàâøèõ ýòî
ïåðñîí, åñòü è íåêîòîðûå êàðàáàõöû, êàê À. Àááàñ. Îíè çàíèìàëèñü
â Áàêó ëè÷íûì îáîãàùåíèåì, ïóòåì øàíòàæà ñîñòîÿòåëüíûõ ëþäåé,
îïóáëèêîâàâ î íèõ êîìïðîìåòèðóþùèå ìàòåðèàëû, â òî âðåìÿ,

íàõè÷åâàíöû ïðèäóò, è áóäóò âîåâàòü çà Êàðàáàõ?! Ìîæåò áûòü,
îíè äóìàþò, ÷òî èñàêàìáàðû, îáúÿâèâøèå ñåáÿ «ñûíîâüÿìè âåëèêîãî
òþðêñêîãî íàðîäà» (?!), ñòàíóò îñâîáîæäàòü Êàðàáàõ?! ß, ñêîðåå,
ïîâåñèëñÿ áû, åñëè âî âðåìÿ ìîåé ðàáîòû íà ïîñòó ïðåäñåäàòåëÿ
âåðõîâíîãî ñîâåòà Àçàðáàéäæàíà, õîòü îäíà ïÿäü òàëûøñêîé çåìëè
áûëà áû îêêóïèðîâàíà èíîçåìöàìè! Ðàçâå íå òå èñàêàìáàðû, êîòîðûå
ðàäè äîñòèæåíèÿ âëàñòè íå ñòàëè çàùèùàòü îò àðìÿí äàæå ìîãèëû
ñâîèõ ïðåäêîâ, ñåãîäíÿ îïÿòü èçúÿâëÿþò æåëàíèå ñòàòü ïðåçèäåíòîì
Àçåðáàéäæàíà?! Ìîæåò áûòü, êàðàáàõöû íå çíàþò, êòî ïðîäàë

êîíñòèòóöèè, ìåæäóíàðîäíûõ ïðàâîâûõ íîðì, çàùèùàåì ïðàâà òàëûøñêîãî
íàðîäà è ñòàðàåìñÿ îáåñïå÷èòü èõ íà óðîâíå ãîñóäàðñòâåííîé
âëàñòè! Íèêòî íå ìîæåò îáâèíèòü íàñ â ñåïàðàòèçìå è ðàñ÷ëåíåíèè
Àçàðáàéäæàíà! Íàøå òðåáîâàíèå îá àâòîíîìèè òàëûøñêîãî íàðîäà
â ñîñòàâå Àçàðáàéäæàíà - íàøå åñòåñòâåííîå ïðàâî, äàííîå Àëëàõîì
íàøåìó íàðîäó! Ìû ÷èñòû è ïåðåä çàêîíîì, è ïåðåä Àëëàõîì!
Ïðîèñõîäÿùåå
â Àçàðáàéäæàíå çà ïîñëåäíåå âðåìÿ, íå ìîæåò íå òðåâîæèòü ìåíÿ
çà ñóäüáó ìîåãî íàðîäà! ß îáúÿâëÿþ âñåìó ìèðó: ïóñòü èç íàñ
íå äåëàþò âðàãîâ íàðîäà! Ïóñòü ïîòîì ìèð íå âèíèò íàñ!.. Åñëè
õîòü îäèí ïðåäñòàâèòåëü òàëûøñêîãî íàöèîíàëüíîãî äâèæåíèÿ
ïîäâåðãíåòñÿ íåçàêîííûì ìåðàì ôèçè÷åñêîãî óñòðàøåíèÿ è óñòðàíåíèÿ
(â ïå÷àòè îòêðûòî óãðîæàþò íàì òàëûøñêîé ðåçí¸é, ïðèçûâàþò

òðåáóåì îò àçàðáàéäæàíñêîãî ãîñóäàðñòâà:
1. Îáåñïå÷èòü êîíñòèòóöèîííûå ïðàâà âñåõ ãðàæäàí, íåçàâèñèìî
îò èõ íàöèîíàëüíîé ïðèíàäëåæíîñòè, è íå ïîçâîëÿòü èõ íàðóøàòü
îòäåëüíûì ëè÷íîñòÿì è îðãàíèçàöèÿì!
2. Ïðèîñòàíîâèòü ãåíîöèä è ïðîöåññ àññèìèëÿöèè òàëûøñêîãî
íàðîäà, ïðîæèâàþùåãî â Àçàðáàéäæàíå, îáåñïå÷èòü åãî íîðìàëüíîå
ðàçâèòèå è ïðîãðåññ ïóòåì ïðåäñòàâëåíèÿ åìó àâòîíîìèè!
3. Ïîñòàâèòü êîíåö ïîä êîâåðíûì èãðàì âîêðóã Êàðàáàõñêîé ïðîáëåìû,
îòêðûòî îñóæäàòü ïëàíû ïî ïðåäñòàâëåíèþ àðìÿíñêîìó ìåíüøèíñòâó
Íàãîðíîãî Êàðàáàõà îñîáûõ ïðèâèëåãèé, è ðàçðàáîòàòü íåîòëîæíûå
ìåðû ïî îñâîáîæäåíèþ Êàðàáàõà!

íàðîä äîëæåí çíàòü, ÷òî íà÷àëî ñåïàðàòèçìà â íàøåé ñòðàíå
áûëî ïîëîæåíî â 1969 ãîäó. Ñ òîãî äíÿ, êàê Ã. Àëèåâ ñòàë ðóêîâîäèòü
ñòðàíîé, ïîëèòèêà ãîñóäàðñòâà âåëàñü ïî ïðèíöèïó êëàíîâîñòè,
çåìëÿ÷åñòâà, äèñêðèìèíàöèè.
ß ÎÁÐÀÙÀÞÑÜ
Ê ÑÎÂÅÒÓ ÅÂÐÎÏÛ:
ñ òîãî äíÿ, êàê â 1992 ã. âîåííî-ôàøèñòñêàÿ îðãàíèçàöèÿ( êàê
èíà÷å ìîæíî íàçûâàòü îðãàíèçàöèþ, ñòàâèâøåé ïåðåä ñîáîé öåëü-
áîðîòüñÿ ïðîòèâ íåòþðêñêèõ íàðîäîâ Àçàðáàéäæàíà?!) ïîä íàçâàíèåì
íàðîäíîãî ôðîíòà, ïóòåì ãîñóäàðñòâåííîãî ïåðåâîðîòà çàõâàòèë
âëàñòü â Àçàðáàéäæàíå. Â ñòðàíå óñòàíîâëåí ðåæèì( âëàñòü Ã.Àëèåâà
ÿâëÿåòñÿ åãî ïðÿìûì ïðîäîëæåíèåì!), êîòîðûé äàëåê îò âñåõ
áîæüèõ è ÷åëîâå÷åñêèõ çàêîíîâ! Îñíîâíûìè ïðèçíàêàìè åãî ÿâëÿþòñÿ:
êîððóïöèÿ è âçÿòî÷íè÷åñòâî;
êëàíîâîñòü;
çåìëÿ÷åñòâî;
âîåííî-ïîëèöåéñêèé ðåæèì è õàîñ;
àâòîðèòàðèçì;
÷åëîâåêîíåíàâèñòíè÷åñòâî;
ãðóáîå íàðóøåíèå âñåõ ãðàæäàíñêèõ ïðàâ íàñåëåíèÿ;
íàöèîíàëèçì è øîâèíèçì;
ïîïèðàíèå ïðàâ è ñâîáîä âñåõ íåòþðêñêèõ íàðîäîâ, ïðîæèâàþùèõ
â ñòðàíå. Ýòî âûðàæàåòñÿ â òîì, ÷òî:
1)ïóòåì ïëàíîìåðíîé è öåëåóñòðåìëåííîé àññèìèëÿöèè ñòèðàþòñÿ
ýòè íàðîäû ñ èñòîðè÷åñêîé àðåíû;
2)ñîçäàþòñÿ óñëîâèÿ íåòåðïèìîñòè äëÿ æèçíåäåÿòåëüíîñòè â ðåãèîíàõ
êîìïàêòíîãî ïðîæèâàíèÿ ýòèõ íàðîäîâ, â ïåðâóþ î÷åðåäü òàëûøåé;
3)âàðâàðñêè óíè÷òîæàþòñÿ èõ ìàòåðèàëüíûå è ïðèðîäíûå áîãàòñòâà;
4)ïðèòåñíÿþòñÿ èõ ÿçûêè, çàïðåùàåòñÿ èì ó÷èòüñÿ íà ñâîåì ðîäíîì
ÿçûêå;
5)ïðèñâàèâàåòñÿ èõ êóëüòóðà, ôàëüñèôèöèðóåòñÿ èõ èñòîðèÿ;
6)îòóðå÷èâàþòñÿ âñå ãåîãðàôè÷åñêèå íàçâàíèÿ è òîïîíèìû;
7)ñàìè íåòþðêñêèå íàðîäû, è â ïåðâóþ î÷åðåäü òàëûøè, ïîäâåðãàþòñÿ
îòêðûòîìó èçäåâàòåëüñòâó è óíèæåíèþ íà óðîâíå ãîñóäàðñòâåííîãî
ðóêîâîäñòâà è â ÑÌÈ;
8) îò÷óæäàþòñÿ îíè îò óïðàâëåíèÿ ãîñóäàðñòâîì, çàïðåùàåòñÿ
èì ñâîáîäíî çàíèìàòüñÿ ïîëèòè÷åñêîé äåÿòåëüíîñòüþ, ñîçäàâàòü
ñâîè ïîëèòè÷åñêèå îðãàíèçàöèè, íå èìåþò îíè ñâîáîäû ñëîâà,
ïå÷àòè, ñîáðàíèé è ò.ä.
9)çàïðåùåíà ÏÀÐÒÈß ÐÀÂÅÍÑÒÂÀ ÍÀÐÎÄÎÂ ÀÇÅÐÁÀÉÄÆÀÍÀ-åäèíñòâåííàÿ
ïîëèòè÷åñêàÿ ïàðòèÿ, êîòîðàÿ áîðîëàñü çà ðàâíîïðàâèå âñåõ
íàðîäîâ Àçàðáàéäæàíà;
10) îòñóòñòâóþò ïå÷àòíûå èçäàíèÿ, ðàäèî è òåëåâèäåíèå íà ÿçûêàõ
ýòèõ íàðîäîâ;
11)îòêðûòî ïðåñëåäóþòñÿ ïîëèòè÷åñêèå äåÿòåëè ýòèõ íàðîäîâ
è ò.ä.
Ñêàæèòå, êàê ìîæåò ñòàòü òàêîå ãîñóäàðñòâî(ïîëèòè÷åñêèé ðåæèì)÷ëåíîì
äåìîêðàòè÷åñêîé ñåìüè Åâðîïåéñêèõ íàðîäîâ? Êàê ìîæåò òåðïåòü
Åâðîïà ñóùåñòâîâàíèå òàêîãî ðåæèìà â íà÷àëå XXI âåêà?!
ß ÎÁÐÀÙÀÞÑÜ Ê ÍÀÐÎÄÀÌ È ÏÀÐËÀÌÅÍÒÀÌ, ÃËÀÂÀÌ ÂÑÅÕ ÃÎÑÓÄÀÐÑÒÂ
ÌÈÐÀ È ÌÅÆÄÓÍÀÐÎÄÍÛÌ ÎÐÃÀÍÈÇÀÖÈßÌ:
Îäèí èç äðåâíåéøèõ íàðîäîâ ìèðà- òàëûøñêèé íàðîä ïîñòåïåííî
óìèðàåò è óõîäèò ñ èñòîðè÷åñêîé ñöåíû â íà÷àëå III òûñÿ÷åëåòèÿ.
Åñëè òàê áóäåò ïðîäîëæàòüñÿ, òî ëåò ÷åðåç 15-20 ñëîâî "òàëûø"
ìîæíî áóäåò íàéòè òîëüêî â Êðàñíîé êíèãå èñòîðèè! Òàëûøñêèé
íàðîä ñ åãî áîãàòîé èñòîðèåé è óíèêàëüíîé êóëüòóðîé ìîæíî
ñïàñòè òîëüêî ñòàðàíèÿìè íàðîäîâ è âñåõ ãîñóäàðñòâ ìèðà!
